According to the manual Japan will surrender when all their cities that have production are captured by the Allies. The atomic bomb wipes out the production of Hiroshima and Nagasaki so it is necessary to capture those two cities to meet th conditions of a Japanese surrender?

I don't think so. But I never tested it.
