About REDROF troops spotting the enemy

I've been playing REDFOR quite a bit lately and have noticed some strange LOS issues during turn resolution. When BLUEFOR units fire at my units and they are spotted by my units, they are invisible to me again when the turn resolves.
It seemed to me that they couldn't have changed positions that quickly after firing, meaning that since they had exposed themselves, my units should have countered with their own firepower, but no, they were invisible to me again.
Why is this? How is it possible to maintain camouflage in a position after opening fire?

Maybe they just did a 'Shoot-n-Scoot'.
retreat back to the cover after each engagement?

What's happening is that the hostile units are well concealed (given your unit's sensor and spotting capabilities). The hostile units only temporarily show up when they fire, because the muzzle flashes give them away, after which they roll back into concealment and/or go to ground again.

When the hostile units engage, your unit does have an opportunity to engage as well. Without an example, it is hard to say why they don't. It might be an SOP (with targets being beyond the firing range set) or the unit deciding they cannot effectively damage the hostile units.(Feel free to provide an example / save game, and I'll check).
