Exploration Level

I have this one planet that my exploration ships refuse to scan properly. They just sit there and do nothing or fly away to explore somewhere else when on auto. Neighbouring moons are at exploration Levels 46 and 103.
I turned it into a colony and now its developing well but none of the resources are revealed. Is there anything else I can do to increase the exploration level ? Would any of the better scanners work on it ?

Are you ordering your ships to survey it or explore it?

The survey module on your exploration ship has a max level it can survey up to. At the beginning of the game, this is 25. You can't survey further without better survey tech and component on your ship.
When you colonize or place a mining station, exploration level slowly goes up at the location regardless of tech. 100 is the max exploration level to find all possible resources on a planet, though the number keeps going up with no real benefit. Some locations may only need a level of 20 to find all resources. Some locations may have a resource that only appears at level 99. It's random per location. My homeworld took until level 80 to find everything, which it eventually did just on it's own.

My exploration techs are at least level 2 or 3. As I continued the game in now seems to have picked up a luxury and explored the planet to its maximum.

Sure you may have the tech, but do you have the new/advanced survey module actually on your exploration ships? Has a ship design with the new survey module been made and your exploration ship retrofitted with it? The survey ship components don't automatically upgrade, they are new components that need to be redesigned on the ship and retrofitted on each tech.

Yes, before I posted I specifically redesigned a new ship, with my two best scanners. I built it in the spaceport orbiting of the planet. Again, I got the same result, nothing happened for either survey or explore.

It smells a little like a bug, but that it has some exploration level is kinda sus. Colonies should gradually automatically explore themselves. That the resource is semi-revealed at all suggests it is working as intended. So either give it time or try fiddling with the colony in the editor. Doing so may prompt the system to fix itself if there is an error. Otherwise, sounds like a case for a bug report.
