I can't upgrade to v 18.02 because I'm not at v18 ... merely at 17.something ..... doesn't seem right

Yes normal to come back to a clean installation, the procedure is to:
1. Uninstall Warplan
2. Install Warplan with the new installer v1.00.18
3. Update Warplan to the latest patch v1.00.18.02

Games against computers will be certainly lost.
PBEM games, saved on the multiplayer server, will be still there.
