I had serious supply problem at the Northern front in the USSR and realized that saboteurs struck at three places in the Baltic the same turn (confirmed by combat log). However I was under the impression that the Baltic States (if annexed by the Soviet and captured by Axis after) will have neither partisans or saboteurs.

Well Baltic States setup is Scortched Earth = NO and USSR setup is Scortched Earth = YES.
And since USSR conquered Baltic States, I don't know.

But unless memory fails me, I do not recall ever seing saboteurs or partisans in the Baltic States... Let alone three at such strategic places...

Most partisans were in the South, not in the Baltic States during the war.

So is it a bug that the Baltics have saboteurs (3 in one turn!) or is it possible?

Event issue. I forgot if the USSR forces a surrender or annexes it. If it annexes it then the Baltic States are the USSR. If it forces a surrender it is not.

I looked at this today. With the current code it has to stand as an annex

WP2 I will make sure partisans will be a very specific thing that I can manually code per area instead of per country
