This seems weird to me:
2 areas each with 1 farm not connected by road.
The selected farm belongs to Brivalle which I have just invaded this tour

Minors do not need logistical points, just a connection to their city to receive the production.

Now I am the owner of Britvale (unincorpored) and yet the private is not building a road to connect his farm.
Only 0 logistical points were available: production -50%.
