The general rule is that towns, cities, resources, etc., can't be fortified by engineers during the course of a game. They can start a scenario that way, but no more can be constructed. Of course, there is the editor but both players would have to agree. I like this idea, the Panther-Wotan line could be a DE after 1943 or the same for the Gustav and Gothic lines.
