Why can't my transports (American) disembark at Amoy? I amphibiously assaulted and have a ring of special forces around the town. I even upgraded the AA in the town and the port and I can't disembark my transports. What gives? I even waited a full turn and still I'm not allowed.

Oops! I figured it out. The port is below damage threshold for unloading in the same turn.
