Max oil per Base

There is a maximum capacity for oil storage in a base.
In many bases it is 1000 times of the oil capacity. Example: Taihoku oil 8 and max capacity 8000.
If the capacity is reached no more oil is produced.
This is a least true for Taihoku, Shikuka and Boela.
But there must be another rule because Tokyo has oil 5 in my game but over 900,000 oil stored and I think it is still producing.
Does anybody know the exact rule?

I do not but that may be still producing because excess oil, and resources tend to flow there.

Port size typically is for fuel demand, not oil. But if the base is a resource storage hub, then excess resources including the separate oil category, tends to flow there. I think that there is an increased chance of a base being a resource storage hub if it is a port. But Tokyo is also the capital besides being a port, while Chungking is also a capital but not a port and while no oil stays there a lot of resources do for the Allies until Hong Kong is liberated and then some oil and a lot of resources flow there, Delhi is a capital but no oil and not a lot of resources stay there.

I did some tests as Japan.
Oil was only produced if the oil storage didn't exceed oil * 1000.
If the port is 9 or 10 then this rule does not play a role. 8 or lower it does.
But I don't know if this is all.

Oil was only produced if the oil storage didn't exceed oil * 1000.
If the port is 9 or 10 than this rule does not play a role. 8 or lower it does.
But I don't know if this is all.
Thank you. That is another good reason the maximize the port size.

After some pains taking boring testing I've an answer. Palambang (producing 900 oil) stopped at 900000, Boela (25) stopped at 25000 and Babo (20) stopped at 20000, Conclusion is the capacity is based on to amount produced x 1K. I sure this is mentioned somewhere but can't kind it!
I don't know about res, sup or fuel but will cont until I get bored but I expect all to be much larger than oil.

I don’t remember ever reading that in the manual. There is a mention about production of devices stopping when you have a stockpile equal to six months, though, but six months is not equal to 100 days of production.
But it’s good to know anyway.
