I was a bit surprised that when I chose winter war as Soviet, nothing happened, maybe I was supposed to DoW myself? I got the winter equipment decision.
Also is there a list of events somewhere so I can see if I need to DoW myself or there is an event, for example Operation Torch.

The conflict itself is governed by the engine, and probably the best thing to do is to look at the Decision Events in the Strategy Guide as they will give you a full breakdown of the meaning of each one, i.e. what triggers it, what happens if you say yes or no, etc.
