Railroad engineers and Off Map Boxes

ok doing very well up north as axis. Taken Lenningrad, threatening Yaroslavl and cut the rail line to Murmansk. Supply is a bit of an issue however.
Two questions:
1. If I send rail engineers to Finland (I have the transfer Theatre option activated) will they start to repair lines there so that they link up to occupied Leningrad?
2. Does cutting the Murmansk rail line affect Lead lease for the Russians?
