Shikuka - Invasion

In our PBEM game I have been unable to invade the beach hexes adjacent to Shikuka when the weather there is rain. A message appears indicating something like invasions are not permitted by weather. It is not heavy rain, just rain.

If it is a winter month where that zone has a chance of snow then no you can't invade it.

Where is it anyways?

It is hex 85,94. Both times I have tried it, that hex lights up as invadable when I press the Z key. However when I move the transported unit there and try to invade the message appears. It is January so yes a winter month. I wasn't aware that a chance of snow prevents invasions.

If you look on the map you should see a sun with icicles hanging down from it. That indicates a clear hex in a winter month. Water is too cold to invade.

I was able to invade Shikuka the next turn that had rain in that beach hex. I see in the weather attributes table that there are two types of rain, one of which you can't do any invasions. It is really difficult to see the graphic difference even when the map is enlarged. I have attached another example of an invasion I could not make it in southern Japan, the beach adjacent to Kochi. Note how when I had the marine on a transport and pressed the Z key that beach indicated that it could be invaded. However when I moved the transport there a message indicating that an invasion was not possible due to the weather.
I thought that when you hit the Z key it showed all beach hexes that could be invaded so if it is not eligible due to the weather it should not be highlighted.

It's a mod you are running. In the original it is 1 drop for rain and 2 drops for heavy rain.
