Colored Dirt

Okay... so I broke down and purchased VN. Not so much because I enjoy the theater, but because I wanted to support the team with the excellent advances to the game and to improve my knowledge of these improvements prior to the release of CW or EF (or whatever comes after).
So, while playing the 2nd tutorial (I pretty much understand the basics), my infantry is moving around the minefield to get into the proposed firebase location and I find I'm unable to move into Hex 38,25. It's a Colored Dirt hex and the third hex of my movement. Surely an infantry unit can move three hexes along a road, across a runway & then into a dirt hex. Not so fast... it seems that Colored Dirt costs 65 Action Points for an Infantry 67 A Unit to enter.
I'm curious whether this is intentional, and if so, why. If the ground is so rough that infantry has difficulty crossing it, I'm surprised that the trucks can enter it other than along a road. The unit commandeer only costs 47 points to cross the same terrain, and from reading the Handbook, I see that the commander is rated for 4km/hr (offroad) as opposed to 3 for the infantry. But moving one hex across (presumably) bare, open dirt hardly seems to require more time and effort than moving through woods or jungle.
This is not a criticism, I'm mainly wondering about the design decision. Is this spot of brown earth just that, or is it something more? If it's just hard-packed dirt, it seems that it wouldn't be any more costly than moving down a path or unpaved road... Comments?
