I had in my import file a nice one of the Soviet Air Force in East Germany 1984 (see attachment).

When Import the file CMO says: Completed!
But no facilty enters the map and it stays empty.

I tried other older CWDB's ,but to no effect

Anyone has an idea why or has an alternative? with Soviet deployments in the West?

Sorry, couldn't find another copy. I opened it with a hex editor and it does not seem to be a valid .inst file - completely different format.

I think you saved the whole page as html, stead of selecting the raw text, or doing a download file from github (though I think dl option button only appears if you are signed into github, which it looks like you were not when you saved the page).

I opened the file in browser (after noticing the html header in the file), copied the raw inst text only and pasted into notepad and re-saved, nothing special.
