Another Vichy related bug?

The situation:
Vichy government installed.
Several turns later Germany garrisons railed to Poland to break the Pact.
Partisans seize the day and take Paris.
At this point, Germany attempts to rail units back into France to take care of the uprising
BUT can not rail into any French city or port without getting the "This move will collapse Vichy..." message.

As soon as the partisan was eliminated Germany could then rail into France normally.
I believe this is a bug or am I missing something?

Almost sure it isn't (at least with Rouen, in your image).
If you rail a unit through Vichy, you collapse it.
I cannot see any rail that can take you to Rouen without crossing Paris unless you enter Vichy, if I am right, not a bug.
However if the units cannot reach Metz, Strasbourg, Lille, it would be.

French partisans can be in Paris, Vichy partisans cannot. Partisans cannot conquer or liberate countries because they can't change hex control.
Looks like a bug to me.
Edit: Not sure the hex control indicators are from the OP's game. It's possible that to get to Rouen, the unit had to go through Vichy, since it would have to have come from the west.

The image I posted was from one of my own games, just to illustrate where the railroads lay. However, to get further from Paris without crossing Paris it needs to be through Vichy.
The OP doesn't say it is a Vichy partisan, and it doesn't seem a Vichy partisan to me (but I could be wrong...).

I was wrong. This is not a bug. You can't rail through a partisan, so to get to Rouen, you have go through Vichy.
In mathematics, there is something called the "French railroad metric" or the "SNCF metric", which is based on the phrase "all roads go through Paris." In the real world, this isn't quite true, but it is close, and is what is causing you to have to collapse Vichy to get to Rouen. As Joseignacio said, you should be able to get to Lille or Metz.
