In the blood and iron campaign, playing as france on expert, after Germany surrendered (Coblenz and Mainz captured), i got the german surrender event (with mpp and all other effect), but no end of campaign event popped up.

Thanks for reporting this, it's an oversight on my part, and we'll get it fixed in a future patch!
