Supply Priority Question

Let's say I have two Armies, Army A and Army B. Each army has two corps assign to it, Army A has I & II Corps, Army B has III & IV Corps.
My main effort is Army A, so I set it at Supply Priority 4 thus Corps I & II also get set to 4. I set the supporting effort, Army B, to SP 3 and the program will also set Corps III and IV to 3. However, I think Corps IV has a more important mission, so I set it to SP 4 and leave III at 3. Does this mean:
A. IV Corps is at the same priority as Army A, and Corps I & II?
or
B. IV Corps is only at a higher level than III Corps, in other words it only has priority within Army B, and still at a lower level than I & II Corps?
