Its been a very long time since I've seen Finland win the Winter War. Did it get turned off somehow?

In October 2021 we reduced the chance of it succeeding from 50 to 33%, but that possibility still exists.

Note however that the calculation determining its possibility is worked out behind the scenes by the engine at the start of the game, so it is preset (secretly) for that game.
