I noticed no USN subs upgrade from mk10 to mk12 in any senario. Same with the CW Abdial class CM, which uses the VH MKII. Does anyone know why?

There are a few sub classes that switch to the Mk 12 mine, but not all do.

Check the date, the Abdial itself withdraws from the game in 1942 when the older mine was still in production. Unless the withdrawl date was changed, then there is no need to update that specific ship.
