CVs in Pearl

The US fleet in Pearl must have 8 BBs and 2 CVs to avoid the penalty for declaring war and to have the ability to modify the tension numbers. The CVs must have an initial cost of two, and not be the Langley. Do they have to have a CVP on them? I had always assumed that they did, but I have looked for a rule stating that, and can't find it. I strongly suspect that I am being stupid.

I just tried it, and CVs without CVPs worked just fine on MWiF. The Americans were able add or subtract three to the tension numbers, and the -20% penalty was not applied to the declaration of war chance. So we know how MWiF rules, and, as far as I can tell, that is what RAW says, but it still seems strange to me.

In the board game, not sure if in MWIF, depending on the optionals selected it can be 4 BB and 2 CV IIRW.

Interesting about the planes. I would say that MWIF interpretation is correct because the rules dont specify, and a CV can have no planes (for example if previously shot down, or on a scale to base to ferry planes to other CVs), one plane, or even 2 planes.

The 4 BBs is only if you are not playing with Ships in Flames. Then each SCS represents two ships. Ships in Flames is, in my opinion, the best of all the expansions. (CPs only come in multiples of 5? Ugh.)

Yes, I knew it was because of not using some expansions. I like SiF as well but if not using it the rules could change.

BTW IIRW, the CV keep being 2, so it only affects the SCS as you mention.

This was an exploit in RAW7 that was (partially) corrected in CE. CE says "a" CVP when playing with that option so if you play with 2 per, you only need one per and it can be a 0-0-0.
