Exploring things a little. Is there a way to act on supply from rail lines?

Well, reducing the amount of supply outside of rail lines. Like 9 and then 7 instead of 8 in plains.

So you are advocating reducing supply levels in general, based on the distance from the nearest rail hex? Maybe introduce a parameter for that in the editor to be able to tweak that in a mod? Is that what you mean?

Partisan, paradrop, or cheating are the only methods to impact supply.
