A friend and I are hot seating the bejangles out of this scenario and its great for MP.
We have been doing multiple starts and have noticed Peru's entry into the war (preparing for war notification) comes on different dates.
Match 1: Peru prepares for war notification for Chile on Mar 6, 1879
Match 2: Peru prepares for war notification for Chile on Mar 26, 1879

Question: Is this a random factor design here?
