Red dotted border lines?

Can someone please explain the significance of the red dotted border lines? I can find several discussions that include them, but nothing that explains what their purpose is.

For example, both hexes 47,41 and 48,41 apparently belong to Japan (according to the hex information panel) but there is a dotted red line between them.

National (or in this case colonial) borders as per 1939 borders. This is the one between Indonesia (Dutch) and [East] Malaysia (UK).
