What is version .20? is that the Soviet test for increased starting experience? how do you get it. I have to say I disagree with increasing Soviet starting experience, I could see increasing the reserve experience, I think if we are going to increase their strength we should do something to encourage a forward deployment

What do you propose? Factory relocation. The problem is the way the events are. Impossible to say X turns after the war declaration.

IDK i used to think that it was built in because of rail repair and experience but I have had a few games lately where my opponent did a rear deployment with the Soviets and I have done poorly in both so I not so sure now. Maybe some of their units simply start there and can't be moved or a production multiple hit, I hesitate to say the World in Flames model where the Soviets could potentially delay German dow by having enough on the border but that would be an option

For me, defending factories and strategic ressources must be the trigger to defend forward.
Correct me if I am wrong but the problem is that events are based on a date. For example, I can say that Kiev factory will evacuate end of July and you have to defend it.
But, if Axis is doing Barbarossa in May instead of June, you can't say Kiev factory will be evacuated 5 turns after the beginning of the war.
Alvaro, would it be possible?

Thinking of it, I agree with you.
Putting reserve armies with more experience than the based land experience is a very good idea.
Because:
1. It obliges the Soviets to fight otherwise the replacements will lower the experience of the reserve armies after few fightings.
3. It does not make the Soviets too strong too quickly.
2. It does not make the Soviets too strong in 1942 if Germany does not invade.
