When pressing on a database entry within the DB viewer the unit's image does not show up on the first click. Pressing the same entry, a second time on the DB viewer, the picture will show up on the entry.

It seems the issue is that when a database entry is opened it sends a request to the server to get the image, however that image is never added into that specific DB view because the DB view was created before the image was received.
Once you press the same entry again, it will load the entry with the image displayed correctly.

I do not believe it is an internet issue because no matter how long the original DB view is open for it will not display an image. I have to press the entry again, opening another DB view of that unit, in order for its picture to display on top.

- There is nothing on the scenario or map. That is why I did not send a .scen file. I do not have local images saved either.

Simple.
There is no image present in the folder on the disk when you first click on the entry. The image is downloaded in the background. So, when you click on it again, it is now present in the images folder and can be displayed.
If images are not found for units in the scenario when loaded, the background task kicks off a download of any scenario images that are missing. If the entry is for a unit not in the scenario and has no image, it will be added to the background task to be downloaded when first requested.
