Torpedo Boats vs GunBoats

Torpedo boats can bombard land units and reduce morale/readiness but Gunboats cannot? This does not make sense to me?

In the campaigns where both gunboats and TBs are present, the gunboat units represent much older ships, with less advanced weaponry on board. I don't think it makes much sense that an ancient gunboat would be as intimidating to an enemy as a state-of-the-art torpedo boat would be.

Ok I just figured one had guns and the other just had torpedoes and thus could not bombard.

Most TBs had guns as well as torpedoes, so bombardment was certainly an option
