Using LOS tools, I found out the smoke block the Thermal sight?

Have you tried clicking on the smoked hex? You might see a number of individual smoke plumes as well as the visibility info for the hex. That's from my memory, so, I could be wrong

It looks like in certain cases the LOS tool is favoring optical over thermal based on the best range at the time. So depending on the weather or time of the day optical is trumping thermal. The game is still spotting units via thermal and combat is still going on, but the Overlay is not completely accurate. We are working on a fix for this. Probably in the next update.
