According to https://www.amazon.com/German-Aircraft- ... 076800246X , the Bf109F4 production runs were already in effect at the onset of Barbarossa.

The items of relevance for June 22, 1941 are:

662 AC, Version F4, WNF, 05-41 to 12-41 ( approx. 82 AC per month )
540 AC, Version F4, Erla, 06-41 to 12-41 ( approx. 77 AC per month )

In WiTE2, the Bf109F4 don't begin production until 8-41.

As a way to compensate for this, a previous patch added approximately 70 Bf109F4 to the June 22, 1941 scenario.

However, even this appears insufficient as the Germans historically produced approximately 240 Bf109F4's by the onset of Barbarossa.

Produced does not mean they work.

More clear information is needed in this case where and how they were used, but giving training aircraft is a big question, because in the game they will not be training, and the balance of the air war for the German side is based on fighters. And 240 aircraft of this type completely changes the opening conditions for the parties, changing both the approach to the conduct of hostilities and the air interaction of the parties, tipping the balance too much towards the German side.
