Russian Winter Event

I am playing a very interesting PBEM game ID 391519
It's not the conventual game as I was able to do a successful Sealion, but Japan did terribly bad. The Result is end of 44 as Axis I had managed to take the UK, middle East and Persia, but Japan had surrendered.
I had made limited progress in Russia, as Russia had sent lots of units to Persia and the UK/USSA into Egypt. Once I had taken Persia and Egypt I sent the bulk of my units (High value HQ's Tanks and air) to Russia to finally take out Uncle Joe.
Then in Jan 45 the Russian Winter Event happened. It was devastating even worse than in 41/42 (even my opponent was surprised).
I know in the past people played the event by attacking Russia early, but surely after 4 years of fighting in Russia even the incompetent Nazis would have had time to give their units winter equipment.
I think that the Winter Event shouldn't kick in after the winter of 43. By then if Germany hasn't made good progress in Russia (Usually they are on the defensive) and have had time to give their troops suitable winter equipment and anti-freeze oils for their weapons and equipment etc.
