25.2.5 + Clarification

Let say that it is 30 hexes with 75 MPs from the depot to a unit. For the distance of 30 hexes, the number of MPs is therefore 30. 4 x the number of movement points which is 75 is 300. The number of MPs is not more than the number of movement points unless the number of movement points is 7 (i.e. 30 > 4 x 7). But the movement of 30 hexes with 7 movement points is not possible. It seems that the condition is always true. If so, what is the point? Perhaps, I misinterpret something.

I think it is the number of hexes that is multiplied by 4. So, if it was 15 hexes, it would be capped at 60 MPs.
