A matter of sovereignty

A matter of sovereignty is inspired by a harpoon wargame.
The scenario deals with a hypothetical conflict between Spain and Morocco, in which Spanish forces must vacate the cities of Ceuta and Melilla. To do this they must escort the ships and prevent the attack on these ships by the Moroccan forces.
The scoring system I have based it on a legitimacy meter, as various actions are developed this legitimacy will go up or down. Actions such as requesting NATO reinforcements will lower the legitimacy and others such as gaining naval superiority will raise it.
It is a first version, I have done a lot of testing of all the situations although there can always be bugs. Very grateful for any comment, suggestion or doubt.

Uploaded a new version to be compatible with the new beta. I have redone the OPORDs with a better formatting and polished some things up. There are still things to be done and the spanish version will be ready during next week.
-Added UAVs to Spain and Morocco
-Added CAS missions to be executed by Spain
-Added some logic to NATO side to not interfere too much with the operation
-Reformat OPORDs, and better format for all special messages
