First of all, note that this report is not about "perfect numbers" or such. It's only about wether there may be a "double-usage" of Sdkfz 251-chassis.

I tried figuring out what the "Panzer Hvy MG Section 43" is supposed to represent. Note that the 12 encircled with the dotted line are supposed to be separate "regimental units" usually not armored (so basically a Flak on tracked vehicle of any kind). I found several KSTN's which may be valid. What I found was that all those MG Sections in the 4. schwerer Zug (4th Heavy Platoon) appear to have included a 2cm Flak Sdkfz 251/17 and no other Sdkfz 251 (so all soldiers seem to be transported by the 251/17).

But especially this numbers (2x1200) are confusing me which I encountered looking for this stuff. So, is there a possible double usage of SDKFZ 251?

Is the Hvy MG Section just missing a 2cm canon/flak as a Device?

I think it is supposed to represent a Panzergrenadier Squad that has an Sdkfz 251 armed with a rear facing AAMG. Because of a shortage of slots in the OBs, these ground elements have been removed from the newer revised OBs completely.

Yes having Sections separated would be nice with like 64 slots or so, altough even more had to be calculated and programmed then.

The Panzer HvyMG Sections and their Sdkfz 251/1 are still being produced but not being used in any TOE (as you mentioned it would be removed). This is the 251 availability in the AI game, doesn't seem like there's a surplus in 251's to produce for the Depot.
As can be seen, the Panzergrenadiers and Panzerpioniers could both need some push in Production (so the 6 and later 12 could be used there). Further there are many "spawned in" units which are still using old TOEs (on paper). Futher there are 2 Untis starting (CU) and spawning with (SU) actualy HvyMG Sections on board.
