USA Entry mechanics

In a 1939 scenario, in July 1941 the axis player has taken Southhampton. The notes say its a +25 to entry. Assuming no other entry related actions, when will the USA come into the war?
I would have to look through the code to remember...BUT it takes a while...
In the War Panel you will see a status...when it hits 100% they will join.
There are small events that give them points. I don't have a complete list though.
