Base Construction Advisor suggests building bases too far away

The Base Construction Advisor, which I have set to "suggest", keeps giving me a new message about every minute or so to build a mining station at a planet. The resource at that planet is indeed on my list of resource shortages.

If I look at the same planet in the Resources tab under "New Mining Locations" sub-tab, it won't allow me to manually send a construction ship there to build a mining station - the button to do so is blacked out and it says "(DISABLED) Beyond Construction Ship Maximum Fuel Range". Looking at the location on the map, it would definitely be a one-way trip for any construction ships with my current hyperdrive and fuel cell technology.

Then why does it keep suggesting I build one there?

Short answer is it shouldn't. Could you please zip up and post the saved game for us that reproduces this for you and tell us what to look for?

When the game opens, Shift-F7 to go to New Mining Locations tab. Ylex1 is the 4th planet down from the top of the list and Tebraakian Granite is the resource there that is a shortage resource. Note the option in this screen to click the button to build a Mining Station is blacked out and not clickable. Upon unpausing the game, an advisor suggestion to build a mining station at Ylex1 should fire in around 10 game days.

My current technology constructor build is the CST-8 Constructor with a Jump Range of 120M, and a Fuel Range of 279M.

Dinnascar is my home system (the only colony so far) and the Ghost Fleet base is at Halmat, which is also the closest refueling point to planet Ylex1.

This is the interesting part. If you build a CST-8 Constructor at Ghost Fleet Base, once it is complete and if you halt it right at Ghost Fleet Base, you can see that the Jump Range circle almost perfectly intersects the Ylex1 system right at the star, telling me the planet is right around 120M from the Ghost Fleet base (and the closest refueling point to the system). Theoretically then, if the system is 120M away and the Fuel Range is 279M, it *should* be able to make it to Ylex1 and back on one tank of gas, although I don't know how much fuel would be burned in-system while the ship is at Ylex1 building the base.

The second part to this is if you do build the construction ship at Ghost Fleet base, once it is completed I was unable to get the advisor message to build a mining station at Ylex to fire again. I ran the game about 6 game months after the ship was built to see if it would fire. However, the icon in the New Mining Locations tab is still blacked out and unable to be selected. Note also that a different advisor message is firing to build a mining station at the planet Steseylol (in the Firassea system), which is very close to the Ylex system but a little further away from Ghost Fleet base than Ylex. Not sure how far away Steseylol is from Ghost Fleet base (is there a measuring tool?). The button to build a mining station in the New Mining Locations tab for Steseylol is also blacked out.

I then took the newly built construction ship and manually ordered it to build a mining station at Ylex1. Once completed, the construction ship did in fact have enough fuel to make it back to Ghost Fleet base.
