I just noticed that you can now upgrade mechanized units, special forces and so on with lvl 3 infantry weapons. Is this intended? (I hope not, that would be insane).

In the meantime, is it only Soviet Infantry Armies and Corps that should be able to get Level 3 Infantry Weapons?

It should be in the near future.

It should be fairly soon, and you're right that it is only Soviet Infantry Armies and Corps that should be able to get Level 3 Infantry Weapons.
