[v1.12s] Construction Overview Report Shows Private Completions

The excellent(!!) new feature of displaying competed construction projects for a turn on the Construction Overview shows the completion of private assets as well as public ones (see encased red entry in the figure below). I suspect this is unintentional (although I kind of like it).
I'd recommend either
(a) only show public construction (in-process/complete) projects,
- OR -
(b) show both private and public construction (both in-process and complete), but with some sort of clear marker to distinguish them.
Otherwise, it might be confusing.
I personally prefer (b), but I expect (a) was the intent of the update.
