Baltic States 1939

I have a couple of version 19 games going in which the Baltic States joined the Axis on Turn 2. Is this a Bug or a Feature? seems rather odd.

If you are playing against a human then they DOWed on turn 2 and the USSR entry skyrocketed. Means you can DOW in 1940.

DOW????? Thing is this is a mirror set of games and I did nothing unusual as either axis or allies

I ran a hotseat no issues. Ran it for 6 turns.
I will do a PBEM against myself but it shouldn't be impacted. Let you know results.

Are you sure you aren't seeing a neutral Baltic States?
The USSR didn't annex them until 1940.
I played a hotseat and PBEM just to be sure and it just stayed neutral for several turns.

In each case the Balts joined the Axis on turn two with no action on my part. Both games were challenges I accepted on the server. Could the opponent be using someone's modified version?

Or your opponent may use the version that was bugged with Baltic States.
