Can't Disembark units if fleet moved into port prior

Al,
Just tested this...I moved 2 Patrol Craft to Rangoon...then embarked a unit in Singapore and moved it to Rangoon. The disembark is disabled.

Can you retest? I just tested 2 different ports with subs, ships, and coastal and was able to disembark in a variety of moves.
So if something is off I need to know the exact pattern. You sure the port already didn't have a unit in it?

Sure.
It was Rangoon.
I had a unit in Rangoon.
I moved 2 Coastal units to Rangoon.
Then I moved a unit and the disembark was grayed out.
I move the unit out of Rangoon but still it was grayed out.

Worked in a new game...will keep an eye on it.
