Mining stations and fuel cells

Mining stations that are not mining caslon will not receive fuel.
I tried setting a manual resource stock level to 200, and a short time later it had reset back to 0.
If a station mines caslon, the fuel cells are topped off to 200. All other stations sit at 0.
