Aurora and ship pathing through nebula

Ships will now path through nebula for trips way before they are able to do so safely.
I have a bunch of ships trying to path through an ion storm in the early game where they wind up stuck out of power.

Hey, do you have a save and steps to reproduce that demonstrate the issue?

Old thread bump... I have a save. I have a number of ships stuck in an Ion Storm, and more continue to path through it.

Here is my save, and the boxed area is the Ion Storm that keeps catching ships. I believe I eventually solved it by researching Ion Defenses, but I feel this route shouldn't exist (ships shouldn't be sent through it).
