[1.12s] Low Priority: National Budget not adding to 100%

On a new scenario, the first time the secretary has presented the national budget to the leader's office, she made a math error; the budget doesn't add to 100%.
I mark this as low priority and report it only as an FYI type bug. Immediately when I do anything with the sliders, they will properly snap to 100% total allocation.
It turns out, Secretary Loretta flunked out of elementary school. Perhaps the game is reflecting things correctly after all
