[v1.12u2] Can accept "normalize relations" decision w/minor after surprise attacking them

This is a minor exploit, but it's still not ideal. If you're in an undefined diplomatic state with a minor, and have a pending demand to normalize relations/fix borders, you can launch a surprise attack on them, and then use the decision (that was based on you not being at war) to go from war to peace instead of from undefined to peace This is slightly more of a big deal if you're in a position to capture their capital the same turn you attack, because then you can conquer them, but still accept peace for free profile points -and the minor will none-the-less cease to exist and you'll get their remaining territory.

Assuming this doesn't run afoul an engine limit, it would be best if decisions like this predicated on you already being in a particular diplomatic state were canceled or have no effect if that state is no longer present when the decision is resolved.
