Hi. The mine used to be in the Roseworth zone. This happened the same turn that the hex changed zone to Rippleforest, it may be linked to the unaligned troops that cut the road and likely isolated the hex from the city, triggering a change of zone and the delegation of the public metal mine.

I played a bit more and both mines ended up producing as otherwise expected.
