1307.7 SEAD flight wont engage offensive properly with automatic firing range set at 75%

I have been testing SEAD with a separate flight planner racetrack and prosecution area. Distance about 60nm apart. The goal was to have the SEAD patrol racetrack outside of the prosecution area and engage targets they know about or as they pop up automatically.

I noticed that they are slow to start engaging at all if automatic firing range is set to 75%. Moving it back to inherited (max range) seemed they would start engaging much sooner.
Also at 75% one unit will fire off a missile and then a oscillatory behavior starts on the other one where they will move in (towards prosecution) and out (to racetrack) of engagement behaviour without actually going near enough to the target to be allowed to fire until they bingo.
The behavior seems to improve as long as the prosecution zone extends into the area of racetrack patrol. But it comes add the downside of adding potential unintended targets.
