[FIXED] Bug I think, displayed missile expenditures too high

I think this may be a bug (Build 1307.9).

Run the attached scenario and observe the SSC-8 expenditures, it is much too high:

EXPENDITURES:
------------------
816x SSC-8 Screwdriver [9M729 Iskander-K, 200kT Nuclear]

Thank you for the report and the pre-warm scenario.

This is fixed for the next build.
