When you click on the repair upgrade button, is it only a one turn thing or does it keep repairing each click

It is a setting to repair each turn or not. It is turned on or off.

there are 3 modes

repair, upgrade, repair+upgrade

Reason it is done this way is that there are so many units in the game clicking each one to repair each turn is tedious.
