Does anyone know why walls have the 0 value (no protection) for the "In Elem Prot Flag"? Should they not have the 3=linear elevated value (3) (prot if not on element ex. wall) instead ?

All adjacent terrain elements with an elevation > 0 provide cover and protection to a soldier, regardless of the 'in element protection' flag. So being behind a building exterior wall or a low stone wall both provide protection if the soldier is adjacent to it.
The value '3' for the 'in element protection flag' means that when you are within (i.e. on top of) a raised wall element you do not get protection for being 'in the element' and you also receive half protection for any adjacent 'raised wall' elements. So being 'within' a raised wall element makes you even more exposed than you would normally be.
