Diplomacy

I am new to ELO games and would appreciate knowing the pros and cons of diplomacy. First observation is that many target countries have limited chit advantage by either side thus are risky. Are there some no brainers? Thanks.

As Allies, diplo the Dutch East Indies (DEI) right at the start. Only a few % and the convoy stops, causing the Japs to loose 1/3 of their early game income. Second best target is Finland. The good thing with Allied diplo is that even if it fails, it ties down Axis money. I mean a french diplo chit is identical to a german one, but more money on the battlefield greatly favors the Axis early on.
As the Axis I'd advise to just defend diplo wise at the start. Later you have some opportunities: e.g. if you go hard for Egypt and the Near East, having Turkey becomes quite useful, plus your advance there will cause some scripted diplo swings that will help you get them.

Thank you for helpful suggestions. It appears with chit limitations and inability of India diplomacy for some countries that axis Spain is low probabiity?

Correction to my previous post I meant to say Japan so max chits by axis against Spain are 6 while UK is 3 pre US entry.

Also worth noticing that each US chit has 7% of affecting target, as opposed to 5% of all others. Thus, when US enters the war, it is good-value-for-money to invest some diplo chits (perhaps Spain / Turkey / Sweden)

I often diplo Yugo to flip before Paul's coup. I like suggestion of dipli against DEI. I have also used diplo for Turkey but don't get it to flip often enough to justify. As Allies, have diplos Sweden to stop flow of ore to Axis.
