[1.20e] All LPs not taken into account when transfer between SHQs

It shows correct LPs from SHQ2 to SHQ1, but not the other way around. After using all LPs transferring SHQ1 to SHQ2, the remaining LPs show up

Added to to-do list. The work around is first depleting those 700 points, after that the 1st SHQ will choose the better route.
