[1.20f]Unonnected Agri Dome and Rainfall

I generated a new savegame in 20f.
And just at the start, I have a Agri-Dome that is not actually connected to my road network.
It also appears I only get 104 water from Rainfall, but that might be a seasonal thing.

Update: I definitely do not have enough water from Rainfall on this map.

Not only was the Agri Dome in Ruby not connected to the City, it likely wasn't connected to the SHQ - and is definitely out of Admin Strain Range.

I have made some improvements to the weights for the next build.
I am getting good results with test runs.
